In Houston, approx 45,000 people are living with relatives or friends and 150,000 are refugees at the Astro Dome. Churches (of all faiths) have joined forces in the Houston area have taken on the task of providing meals for the refugees for two months at the tune of 9 Million dollars. From what these people told me, you could not have any contact with the outside world, with out the Red cross having their hands in on it. A letter home, required it be "assisted" through the red cross for a nominal fee. At the mess tent, every week, hats passed around to the soldiers by the red cross asking for money. Makes me skeptical. I heard the same thing from different people at different times. my money is going through a different organization. The Vieux Carré is made of solid buildings that all date back to the 17th and 18th century, and there was little damage done there. The South of the city faced less destruction than the North, on the lake. Problem: the black minority lived mainly on the banks of the lake, in houses that were either nearly completely destroyed or flooded up to the 2nd floor, and while white people from downtown N.O. and south sides of the city could go away shortly after the disaster, black people could not. Of course, this explanation is a bit schematic, but you got the picture. That ws just to say that it's not a choice to show black people looting stores, it's just that there are not many white people left in the northern parts of the city, where the biggest problems occured. I'd like to add that the French people is really shocked by what happened in the US and wish you the best in your efforts to rebuilding N.O. and the infrastructures of the Sates that were hit by Katrina.
