The Wayback Machine has been reporting that a number of NOLF sites are on servers that are currently down for some reason, and there is no telling when they will be accessible again, so you may have to be patient. If you want to do your own skinning, you may find some accessible tutorials on some of the Development and Editing sites as well. Good hunting!
